Heat a large, deep skillet over medium heat.
Add the ground beef, seasoning with salt and pepper.
Cook, stirring occasionally, until the beef is fully browned.
Drain any excess grease.
Stir in the taco seasoning, followed by the water, salsa, and pasta.
Bring the mixture to a boil, then reduce the heat to a simmer.
Cover and cook for about 15 minutes, or until the pasta is tender.
Keep an eye on the noodles to make sure the liquid doesn't overcook and dry out.
Remove from heat and stir in the cheese.
Taste and adjust seasoning with more salt and pepper, if desired.
Serve with optional toppings, if preferred.
